Originally it was blamed on personal contact with foreign seamen, before it was discovered that the vectors were seafarers of another kind: rats and their fleas.

The plague pandemic struck all over the world.

I've just been researching a doctor in San Francisco in the same period; he too was dealing with cases of plague, and with the authorities who were desperate not to create a panic and also desperate not to inhibit port trade, which was the economic lifeblood of their city.
