They are free if you are under 19....
IIRC you are in scotland? Maybe different of course...

no i mean svq or nvq for mature students

so that has to be paid in lump sum before the course starts?

um, don't know about FE but in HE, you usually have to have fees in by about 1 month into the course.
I am not in FE or HE (anymore) I'm afraid.
