They are free if you are under 19....
IIRC you are in scotland? Maybe different of course...

um, don't know about FE but in HE, you usually have to have fees in by about 1 month into the course.
I am not in FE or HE (anymore) I'm afraid.
Hope someone else (a bit more useful!) comes along
