Ideas for getting rid of smokers outside

My DC has a fantastic huge room on the 1st floor of a block. The only problem is the smokers from the flat below who stand by the entrance to the block at all times of day & night smoking. They're noisy and smelly. They don't want to confront them directly or tip water on them! Any other ideas or should they just ask the college to deal with them?

@Dodonutty Does the college have a warden? I would speak to whoever is in charge. It’s not acceptable.

Put a rat box down - they may go somewhere else if they think there’s rats about

Love the ratty idea. There are probably other pests lurking too!

I used to live in a student house which had a wide window ledge on the street side. Our neighbours used to come outside and sit on it having rows every night. We could only resort to thumping on the window & ask them to smoke elsewhere. It never worked.
