Funding to be diverted away from Level 7 apprenticeships

I saw this announcement: https://www.gov.uk/government/news/prime-minister-overhauls-apprenticeships-to-support-opportunity which includes the line ... " This will also involve businesses funding more of their level 7 apprenticeships – equivalent to a master’s degree and often accessed by older or already well qualified employees – outside of the levy ."

I'm wondering how this might impact 2025 grads. My DC has just completed a summer internship and has been offered a level 7 actuarial traineeship for next September. I've no idea whether it is funded via the apprenticeship levy or not - would it be obvious? (Having graduated in a recession, I'm well aware that early offers can sometimes be withdrawn).

It is very unlikely that funding will be withdrawn from anyone who has currently started a L7 and unlikely that it will impact on the 2025 intake either. Many employers will still need their graduate intake to be professionally qualified and will need to go back to the original fee payers models.
