Different universities have different policies but they all have a team which helps with this and they are also very likely to have a web page (the teams have different names so I can't tell you). Google: 'University of X paying tuition fees' - see what you can find.

Many universities will accept payments in 1/3rd instalments in line with when the Master's Loan is paid so your son could ask for that even if he's not borrowing the loan.
