Why do English students - even if in receipt of a full maintenance loan - not get free prescriptions? A loan is max about £10k outside of London which is surely less than the minimum wage

They can fill in a form (HC3 I think) to apply for partial (HC2) or full (HC1) exemption from prescriptions costs, some dental and some optical reductions.

If they use their uni address they have a better chance of getting it, but it does rely on their income, parental support and savings being below certain levels.

If they need a lot of prescriptions you can get a 'season ticket' type card if the HC3 application is not successful.
