student funding question England/Wales

DS has an offer of a place at a university in Wales for this coming September. We are English living in England. He can now apply for student funding. I've started to look at the gov.uk site and I'm not sure if he's meant to choose "apply for funding in England" or "apply for funding in Wales". Does anyone know?

I think you apply for funding where you live.

Only Welsh students need to apply through Student Finance Wales for their student finance, regardless of where they're studying in the UK. You apply for funding in England

Yes, you apply where you live. We're the other way around - live in Wales and DS is at university in England - and he applied through Student Finance Wales.
