Gap year job and motor bike

DC has got a gap year job offer to work at a place about 15 miles away from home. He hasn't got a car driving licence yet. A motor bike seems to be a nice option and very popular overseas but as far as I notice, not that common among youth in the UK. Any idea why? Are bikes considered more dangerous? More expensive? Are there any obvious problems that we are not aware of?

Yes, they are riskier.

My son rides a 125cc scooter. He just needs a CBT which is half a day riding with an instructor. You can't ride on motorways without a proper license.
It is dangerous- depending on what kind of roads. My son is pretty rural and not a huge amount of traffic, but it just takes one absent minded car or misjudgment or black ice. But of course millions do commute that way. Insurance can be £££.
