Student Loan Funding - England/Scotland

Dd was born in London but living in Scotland for more than 5 years, planning to study in England.

The normal approach would be for a Scottish funded loan for tuition and living but I wonder if funding is determined primarily by residence or if nationality is considered?

Applications for funding are not open yet and I expect that it will become clear once we start the process but I wonder (although doubt it) if there is the option to be Scotland or England funded in these circumstances?

I think it's residence. Friend of mine lives in England, her son was born in Scotland and studies on Scotland but gets English funding as he lived in England since he was a baby.

I think it would be Scottish funding as well which I think is a lower amount, if household income is over approx £34k it is £4750. Repayment threshold is lower but interest more favourable.
