Moving into student house in a lockdown area....!?!

So DS is moving into new priv rented student house for his 4th and final year. It’s slap bang in the middle of a lockdown area and he is house sharing with four other students. They are all coming from all over the UK. Are the government thinking of mentioning anything about this....or not? They will all be going against guidelines and possibly the law. DS is moving in in less than two weeks. Two of the other housemates are being very Covid safe yet two others are volunteer key workers and from social media, and own admission, are not adhering to social distancing guidelines but that’s another story!
Any thoughts as to how your DC are going to negotiate this issue?? It’s shared kitchen, shared lounge and shared bathroom. They’ll be cleaning all day instead of studying (yeah, right!!). Curious to hear any thoughts.

Forming a new household in that area is probably technically illegal right now, but is unavoidable in these circumstances.
Once they have formed the household, then they are a bubble / family and they don't need to social distance from each other.
I don't know how this works in practice when some are taking social distancing much more seriously than others, but that same thing could be happening in any long established family group (it certainly is in mine).
