UCAS not updated with DDs info re 1st Choice..is this wait 'normal' due to current situation?

...I know you won't know what normal is as we've not experienced a pandemic before but just wondering if anyone is in a similar position or more in the know than me.

DD had an offer to enter the unconditional offer scheme (Lancaster) if she updated them to her first choice which she did a week ago. Nothing has changed on UCAS and it is still showing conditional offer, now she is worrying about the deadlines that are set re choices etc. She has tried to contact the uni but there are no staff available by phone, she has emailed at the end of last week but still no reply. I am considering that this is prob due to everything being on go slow or stop at the moment.

I presume once a uni has assurred a prospective student of an offer they cannot change it back?

DS had his offer upgraded a month ago but the uni emailed to say the Government has put a stop to this until 4th May so they couldn't update UCAS until then. It has been updated on the actual uni's portal but not on the UCAS site.

In the normal course of events, it can take about a fortnight for the change to be made in Track, anyway.
