Student loan for masters if you have a foreign masters already

I have been reading the student loan website and it says you are not eligible if you have a masters. I have one from when I lived in the US and I can’t tell if that still means I am not eligible for the loan. The US masters obviously didn’t cost the UK taxpayer a penny.

Does anyone know?

you are not eligible for a student loan, as you already have a masters.

The student loans for masters have been made available as an equal opportunity tool, to enable people who have never had the opportunity to study for a masters to do so, if you already have, you are not entitled to this support

I think the principle may be that the loan is not available for a qualification equal to (or lower than) one that you already hold?
