why do student finance England as parents for details of other dependants?

Last year DS got a 'low income' bursary from his university, even though our household income appeared to be over the threshold.So I am wondering whether SFE adjust somehow for other siblings still dependant on parents? Why would they ask otherwise?

I would think they do

If you have more than one student DC there is a very small adjustment.
