If you are from England why would you do a 4 year course if paying £9k year fees? Has the number of rest of UK applicants plummeted since fees were introduced?

Really? I missed that one.

There was debate but it was far from a done deal wither way. It was very much conflicting opinions depending on the vested interests of the person or body giving the opiniom.

Although yes you are correct EU law applies only if Scotland and indeed rUK or even the entire UK stay in Europe. Indeed if Scotland had become independent then it would be less likely for the rUK to stay in.
