In one sense it started in the 1920s, since as soon as the Bolsheviks had a firm grasp on power Western nations got quite hostile, but didn't have the power to invade and put in their own guys.
One reason that many Americans were quite up for supporting Hitler, to an extent they saw his attack on Russia as what we would now call a proxy war
