I found this www.thestudentroom.co.uk/content.php?r=610-Second-degree-students-finance-hub.

It mentions architecture but not planning and I can't find a 'horse's mouth' reference to back it up.

You could contact Student Finance England (or alternative if you
Live elsewhere in the UK) and they will advise you. However the list of exceptions are all specific professional courses. I don't see why Planning would be an exception as there is no particular skills shortage in that area.

Have you considered a Masters conversion course? (Eg. A course that assumes little or no prior knowledge of that subject area)

I'm with vegas. Why would you do it as a 3yr undergraduate course when most unis offering planning also offer a 1 yr masters. These often attract some level of funding too.

If you want to be a planner make sure your course is RTPI accredited.

Good luck.

It's the wrong time of year to make student finance phone enquiries. But I'm sure it will calm down soon.

Apparently SF were denying that there was any funding at all for ANY professional courses. She spoke to them at the outset, apparently. So it IS chapter and verse that's needed.

(Of course a different SF call handler might give a different response. I don't know if that's me being overly hopeful?)
