Are sixth forms/colleges able to access the offer/rejection status of a UCAS application?

If a college was a referee and dealt with the application (in the usual way) will they be advised when offers are made and students choices are firmed/insuranced? Or is it up to the student to advise them that everything is under control and ask for help if it isn't?

I know a student applying to Uni should be able to sort all of this, I am just asking out of curiosity.

Yes, they can see it, but if they are having problems then it's simultaneously up to the student to go and seek some support themselves.
