Fasting blood test. Can I still drink water?

YES, and my GP advises to drink lots of water or the lest result comes back as you having a liver/kidney problem as everyone is dehydrated!!!

Fasting blood test is normally for glucose = fasting sugar.....water has no sugar so does not affect the result. If you're talking pre-op, that's different.
