9mth old with "asthma" - is he higher risk?

My 9 mth old ds has respiratory problems in the form of a permanent cough and rattly chest. He is under a paed who said until he is one he will not actually be diagnosed with "asthma" although he has an inhaler, which doesn't seem to help.

Will he be able to cope with swine flu? I know the goverment is saying under ones are high risk, and I just worry that his age and current health problems mean he could really struggle if he catches it. Should I be taking extra precautions and not carrying on as usual? ie. childminders and general socializing?
I don't want to be typically British and carry on regardless if that is just an irresposible attitude.......
