Been soaking in icy water since it happened at 5.15 ish. The burn has blistered and the blister is half the length of his finger, about.
Is there anything else I can do? Every time we bring it out of the icy water, after the initial numbness has gone, it starts tingling and burning again.

You need to take him to A&E. A blister is a second degree burn and requires dressing and antibiotics. Give him some pain relief, ibuprofen, it's best to run it for 10 mins under the cold water tap, then take him to A&E.
