Jesus's rule - shouldn't this have been happening anyway?

To my mind jesss rule is not a new positive action but a fault of what seems systemic failure of GPs to observe what would seem to be reasonable prctice. I am not blaming GPs but is this just a symptom of the overload on primary care, staffing issues including using remote GPs and phone appointments. GPs are probably quite aware of the need to escalate and a poster telling them to do so seems a little patronising when the root cause of tragedies like this are a result of complex systemic problems in primary care including under funding.
