Is this athlete's foot? Eczema?

I've had this small rash on the top of my foot for a couple of months now, not really sure when it appeared! I went to the doctor about it and he's prescribed me hydrocortisone with clotrimazole cream as he thinks it's either eczema or athlete's foot, but unfortunately all the pharmacies near me are out of stock :( I'm still going to keep looking and then ask for an alternative cream if I can't get it, but I wonder what it actually is?? It's not itchy or sore and the rest of my foot is normal. It feels slightly dry but not massively so, I don't think it's irritation off my shoes either.

Looks like eczema to me. If you can't get the prescribed ointment, ask for some Balneum Plus which works better on my patches of eczema than anything else except the topical steroids.

I think i'd get this checked by a GP just to be sure. It could be many things.
