Flaky dry skin won’t go away

I have had leg ulcers at times, I have a paralysed leg and get bad circulation and my skin on my legs especially that one is so dry and flaky I just can’t get a grip of it. I’ve used countless moisturisers but if I even miss a day of putting it on it’s all back to square one again. Has anyone had similar issues and have you found anything at all that works even for longer periods of time? I can’t even go swimming, the one thing I love because I’d probably get kicked out.

My skin (face/hands/body/scalp) went from normal/slightly oily to dry/very dry during the menopause. I went in search of solutions and since then I take 2 Virgin Olive Oil capsules every day and use Extra Virgin Olive oil as a salad dressing (good price at Aldi.) Since then, my skin has become nice and soft and my hair is in great condition. Another benefit is EVO contains antioxidants. You can also apply EVO directly to the problem area and gently rub it in to your skin. Give it time to sink in, then wipe off any excess. Repeat daily until you see an improvement. If you don't want to buy the capsules, take 2 teaspoons of EVO per day. I swear by it.
