Month old baby failed hearing test in one ear.

My baby is a month old and has just failed his hearing test in his left ear. He got a score of 8 in his right ear as a newborn and 1/2 in the left ear. I was asked to come back to the hospital to be retested when he was a month old, which I did today, but he still got the same scores. They told me to wait another month and to come back again. He can definitely hear something and startles if there is a loud noise e.g. our dog barking close to him. I had a c-section and apparently babies born this way are more prone to fluid blockages, but these usually clear after three or four days and I think he is too young to have glue ear. The nurse who did the test repeated it multiple times but didn’t actually look down his ear. I have two older children and they both passed their hearing tests and we don’t have any family history of hearing problems. Has anyone else been in a similar situation and can offer some reassurance or advice to stave off my panic? (I live in Switzerland so can’t visit a specialist in the UK.)

2 out of 3 of my children failed their hearing tests. I fully expected my children to have hearing loss as I am deaf in one ear. But they were retested several months later and both passed.

It's not that unusual tbh.
