NHS orthodontist appointment £80 opg scans

Hi my 9 years old boy last July got referred to see orthodontist and initially we got an appointment booked for next Monday 9 30am. While we were on holiday, our appointment got cancelled and told to rebook but with £80 cost for opg scans. I was calling from this morning and waited for 1 hours 10mins and got cut off on the calls queue 1 and 5. Then, I called again and waited for half an hour before to get through, the staff said I must pay £80 in order to book the appointment. I said I know other children were seen by other orthodontists but never asked to pay £80 for any scan, then they replied now everyone new has to pay for the scan. Is that true ? Thanks!
