Why?

She has been to GP who has taken blood tests.

She had a red scalp for a long time and now it has started falling out, not in patches but thinning badly.

Could be thyroid or anemia or an infection somewhere. I had this last year and it turned out to be a uti that I didn't know I had.

Yep!

Hair loss can apparently be caused by inflammation anywhere in the body - I had the works - gynae check, bloods and urineand was told to see dentist too. Urine showed uti - had abs and hair loss stopped.

What age is your mum? I was reading a column in one of the weekend broadsheets recently about male pattern baldness, which they attributed to the hormone testosterone. It stated that some women have more testosterone in their system than others, which is why some expereince thinning hair to vaying degrees as they get older.
