acne in 4yr old girl - help!

My daughter (4 1/2) has very bad acne on her chin and also very dry, almost cracking cheeks. I have tried everything - washing her face and moisturizing with every ultra sensitive nonallergenic product under the sun, leaving her skin alone, washing twice or three times a day...nothing makes any difference.

She is black and her skin is generally dry - I rub in shea butter all over her body each morning which makes her skin buttery soft and glowing...yes, I have tried this too on her face, it makes her skin softer and improves the dry skin on her cheeks but does nothing to help the spots.

She has no allergies, or other health problems. She eats a really healthy diet, and is a good eater, drinks lots of water, good sleeper and a very happy little girl.

Our pediatrician won't take this seriously. Can anyone offer any advice as to what might be the cause and what I can do to get rid of the spots?

I would try the doctors who might prescribe some gel for the skin and maybe a short term of antibiotics. Perhaps these are symptoms of an allergy be firm with the medical profession.
