please advise is this dandruff , pic included

Hi, my 10 year old has lots of dryness in hair in small lumps and it bleeds when she scratches. She does suffer from mild eczema on neck and arms only. I am thinking of buying her head and shoulders but need advice if it's really dandruff.we are considering haircut as she has long thick hair.

Oil in pics as I gave her head massage yesterday with almond oil to ease scratching

It could be but might also be caused by a fungal infection in which case you need Nizoral shampoo, 2% ketoconazole. I'm not sure if you can get that OTC as l have mine on prescription.

Thank you, I have bought specific scalp scrubs for dandruff but if doesn't go away then i will get the fungal treatment prescription
