10 year old daughter with sore breasts

Hi, my daughter breasts are developing. She hasn't got much breast tissue but is complaining that what is there is sore. We bought some AA bras to try and support her more. They have helped but she still says they are tender. Any advice out there to help?

Could it be breast buds? My dd had this for a while when she started developing. Only lasted a couple of weeks and then the pain went.
