Foot rash or condition?

I don’t think this is dry skin as creams etc aren’t clearing it up. Any idea what it is?

Bump! I need advice as I’m worried it’s athletes foot and will need treating. Don’t want to trouble a pharmacist when I can ‘hopefully’ buy something over the counter for him.
