I would say it's always a sign of a UTI infection - could also be internal bruising after sex though

Depends where the burning is I suspect. Wee passing over sore areas or herpes lesions can feel like a burn.

Could also be a reaction to latex condoms IME. I had a lot of cystitis, and can't remember why but switched to non-latex condoms and miraculously stopped getting cystitis.

Could it be Lichen Sclerosis? You could look this up and see if you have similar symptoms.

I have lichen sclerosis and sometime have burning when it’s flaring up when pee flows over the affected area. I have a steroid cream on repeat prescription that manages the symptoms.

Just to add it feels different to a UTI - I don’t get that horrible feeling where I’ve finished peeing but still feel like I need to pee.

Can be std. So maybe worth getting checked.
