Red itchy neck/chest

What could this be? Woke up early hours Friday with a really itchy neck. Now neck, lower face is covered in these bumps it itches like made. No one else in the family is affected.
Got some hydrocortisone cream and piriton from the chemist last night but no help yet!!

Changed your face wash/ detergent/ shampoo?

Thanks it went down over a week. Having had my 2nd pzizer jab this week and being asked if I had had a skin rash (I said no as didnt link the 2). I think it was because of my 1st jab as I had that done about a week before. Hoping I don’t get the same this time.
