Rash! What is it?

DS has just come back from dads so not sure if this is food, bubble bath or washing detergent. And I'm not likely to get an answer any time soon.

But can anyone help me figure out what this rash is?

Could be a heat rash? I'd keep an eye on it as some Covid cases are presenting with rashes though.
