Blackheads and spots everywhere

I have an embarrassing problem of thousands of tiny flat blackheads as well as bigger pimples all over my chest, breasts, between my breasts, upper arms and all over my back and neck. I shower and exfoliate daily and eat healthy. Also make sure my clothes are always clean. I just can get rid of these. Each breast has hundreds of black dots allover it, just horrible blackheads. How can I get rid of them?

Hot steam shower and an electronic blackhead remover to sook them all out.

Avoid heavy moisturisers just now and see if there's an oil free body moisturiser to use

I'm no expert, but I'd stop exfoliating every day for a start. Surely in doing this you will be over-cleansing and then stimulating your skin to produce more and more oil? I recently started using an aloe vera based toner on my face which has helped enormously in balancing out my skin and stopping spots and infections.

Try a salicylic acid body spray, there's lots on the market but my ds used one from Paula's Choice and another from Oxederm - both really effective if used every day.
