13 month old with spotty face - am I doing something wrong?

dd got spotty when a newborn and I assumed it was milia - hundreds of whiteheads only on her face that calmed down by the time she was 3 months old.

Over the last few months they've come back -a hundred or so of 'em, not red, not itchy, they just make her skin feel lumpy - am I doing something wrong when I wash her face? I use a flannel with a non-soap babywash to wash her face once a day. Don't use anything else through the day other than a damp tissue.

Surely she's too old for milia? Don't want to raise it with the doctor as I want to try other stuff before risking getting a prescription for an acne cream.

Could it be a mild eczema ? ds got spotty at a round a month. Turned out he was sensitive to J and J stuff so most of what we had been given by way of freebies and presents went unused. He did grow out of it though. Perhaps she is sensitive to even the baby wash - could you just do water instead and see if it improves ?

Just a thought, but when you say the last few months might that coincide with summer ending, being indoors more, heating going on which dries the atmosphere. At 13 months dd had really bad eczema on her head (cradle cap got way out of control) and I was told this was a common time of year for such rashes.
