Son is 12 He had what i would consider loud breathing, and he breathes fast, gets out of breath after only 5-10 mins exercise and walking up hills. Other than that he seems ok.

We've been mostly staying at home because minutes after he puts on a mask, chest is tight, eyes are sore, headache and says he can't get enough air and is breathing like Darth Vader. I even bought a peak flow device

He is 5ft1
peak flow without a mask is at best 300 worst is 250
peak flow after he wears a mask then takes it off is at best 200 worst 150

I Am wondering if it's just a panic attack to something he isn't used to or should i make a GP appointment

Maybe let GP know and see what they think, either panic or asthma he may need some help.

If he isn't over weight, which I'm guess G you would of mentioned, I'd definitely have him to the Dr's for an asthma test.

My dd has asthma and doesn't sound nearly as bad as your DC and she spends the day charging around with the energy only a three year old has.

Fingers crossed it could be something like hay-fever and just seasonal.

Here are the normal peak flow readings for children.

Is it possible she is simply really unfit?

It's definitely worth a trip to the GP.
