Prescription question

Just curious as to why some prescription medicines can be purchased over the counter, but smaller doses of the same product need a prescription?

For example hydrocortisone cream 1% can be bought OTC, but I needed a prescription for 0.5%.

Or fluconazole tablets, I needed a prescription for 50mg but could buy 150mg over the counter.

Just curious as it would have worked out cheaper for me to buy OTC but the higher doses weren’t suitable for my issues. (I’ve been issued several “trial and error” prescriptions recently so have spent a ridic amount overall)
