Funny skin bump thing

Hi everyone
Has anybody got any idea what this might be? It's come up on my dad and he's had it about 3 or 4 weeks.

It's developed as this photo, he is using steroid cream at the moment.

He is due back at the docs soon but just wondering if anyone had any ideas?

It's nearly 1cm across when you count it from the edge of the redness.

Looks like an Actinic keratosis, look at google images, very similar (like a sun damaged wart).

Thank you milliwatts, that will help a lot when he goes back to Dr again.

Possibly a rodent ulcer.
