Has anyone seen this before?

It's on my 60+ dads arm and he wants to know if it looks like a burst blood vessel? This is the third one that's appeared. Looks just like a scratch or burn but the skin isn't broken it's just a red mark under the skin, no pain at all. Doesnt remember knocking or scratching it.
I've told him to ask a gp but he says they just disappear again before he gets there, hence me taking photos from now on.
Any ideas?

My mum is in her 70s and her skin has done this for a long time. I think as you age your skin just gets thinner. Any little scratch or bump comes out like this. It's worse since she started taking blood thinners following a stroke. As far as I know it isn't anything to worry about. She's also a smoker, which I think also thins the skin.
