What is this rash on toe? (Photo)

Any idea mumsnetters? Its not itchy. Ive tried mild cortisone cream, antiseptic cream and then some anti fungal powder but it is slowly getting bigger?

Athletes foot, or tinea pedis? They tend to be quite itchy tho?
