What are these marks on head?

DH started off with a small red dot on his head with a red ring. At first he thought it was a small pore that must be infected but there’s no pore. After 6 months and no change to colour or size, he went online where he picked up it may be a burst capillary. So, he left it and now he is starting to get more.

Any ideas

Could it be spider nevi? They're swollen blood vessels. I think they start with a red spot and then little vessels radiate out around the central spot? That's just a wild guess based on something I saw in TV years ago.
