Why do they only offer Flu Vaccine over 2?

I have a 9 month old and am in a bit of a flap about this Aussie flu business. Why do the NHS only offer the nasal vaccine to children over 2? Should I be looking at private vaccination?

I think the injectable one is ok from 6 months whereas the nasal one can only be given to over 2s
