eye lashes going inward

Now and then my DS (1 year old) rubs his eye and the bottom row of eyelashes goes inward for a few seconds.
he is able to rub them back out again or i will help - its horrible to see and just strange, something i've never seen before with any other baby.

its happened a few times and i've shown the HV and they are going to refer him.

Has anyone seen anything like this before?
What do you think it could mean?
