What to expect after elbow break / dislocation

My 5 year old has had 12 weeks in a elbow cast. The latter part was because of a dislocated elbow. It was fixed by ligament reconstruction and a K wire which has now been removed.
Bandage has been off since Friday (Wire removed 10 days ago) and she is moving her arm well. But she won't / can't move her elbow.
Even last night her brother and her were both fighting over same toy and pulling said toy. She was happily able to do this but that elbow did not move.
Is this normal? Should we be expecting a little more movement than that.
I would say at the moment it is maybe positioned at about a 120 degree angle. In the exact same position it was when they discovered it was dislocated.
The X-ray on Friday did look good so no longer dislocated.
Is it normal after an elbow break / dislocation to not be able to move elbow at all?
