I'm not 100% sure what is/isn't normal when a cut is healing so don't want to waste the doctors time if this is normal.
Don't know if any of this is relevant but may as well add-I stubbed my toes Sunday morning and cut it, it was very painful to walk on Sunday/yesterday but bearable today, wound isn't hot, painful now but that might be because I've just cleaned it so have been touching it.

Does this look infected (includes pic)

Put a disinfectant on? Maybe slightly inflamed, topical antiseptic often does the job. Even simple salt water.

Just dab it with antiseptic, put a dressing or plaster on to keep it clean and protect it and keep an eye on it. If the redness spreads then it might need a further look, but a little redness is part of the healing process.

Yes it does but the fact it doesn't feel hot is good.

Get rid of any debris and clean it with warm salt water and then cover it. You may find it resolves by tomorrow morning; if it gets worse instead, seek medical attention.

Ignore all of the above if you have diabetes, and get it seen asap.
