tiny red bumps on arms and legs - is this related to excema

My ds 11 mths has a few small patches of excema on his face and his arms. We are treating with Aveeno and hydrocortison creams when needed (not very often, finding the Aveeno pretty good).
But his arms from this wrist to his shoulders are covered in little bumps. The bumps are slightly red and are not on the underside of his arm. His legs have these bumps too though they are mainly on his thighs and are are more red I think - I almost like a rash. Sometimes I see him scratching at his thighs.
I showed his arms and legs to the doctor a month ago and he said it was dry skin. A doctor friend of mine said is was also common to get these kinds of bumps if you have excema.
Does anyone else's baby/ toddlers have this kind of thing on their arms and legs?

IME this is excema which hasn't broken the skin (prob because it is well moisturised)

The word excema comes from the greek meaning to bubble. My son's excema quite often "bubbles" under the skin like this. You can put some hydrocortisone on it to see if that helps it go down.
