Young man, swollen legs after walking

My son has been getting swollen and painful legs and feet after walking for about 15 minutes. He is overweight (not huge) and not very fit, but otherwise he's in good health and not on any medications. He's only 21. I feel like this is a fitness issue as he never had these problems when he used to ride a bike everywhere. Who do I send him to? GP, physio, gym? Somewhere else? Any suggestions welcome!

How overweight is he? I'd say it was a GP issue, that isn't normal even if he is unfit.

If it's happening all the time I wound see the GP to rule out any cardiac issues. It's most properly weight and fitness related and easily resolved though.
