Temp of 39 and racing heart

not sure if its normal with a high temperature.

It is!

Normal heart rate is about 100 per minute in a 2 yr old, IIRC.It will go up a bit with a temperature.

is panting part of a temperature too.
Gave him nurofen at about 3.40 and temp dropped to 38.7

It might take a while for pulse to drop.
keep an eye on it and keep them cool.
Offer fluids as well, it'll all help.
