What is on a "priority referral matrix"?

DD has been referred to an eating disorder clinic but is not considered to be urgent. Clinic has provided GP with a priority referral matrix that the clinic has apparently used to decide she's not urgent.

Given that so far today she has had one sip of water (and I mean that quite literally & she wouldn't have had that if I hadn't forced her), I'm slightly concerned that we are more urgent that it looks on the surface.

Can anyone say what criteria might be on a referral matrix for eating disorders?
