ankle swelling not through injury

I hopefully have attached a photo.

My ankle has been swollen for just over a week. I haven't injured it ,today it feels really painful. I have taken naproxen and been icing it this afternoon it feels alot more painful. Would I be silly to go A&e ?. I haven't been able to get a drs appointment and the local hospital has a gp service running next to the usual a&e service.

Could it be fluid retention? Are you drinking plenty of water to flush it out?

I have had about a litre of water?
